A project to explore how the Payment by Results (PbR) commissioning model can improve outcomes in UK public services was launched in September 2015. The project involved the development of an interactive tool for commissioners and providers to decide whether the PbR model was effective in commissioning public services, including for criminal justice, substance misuse, homelessness and worklessness.
The project is being managed by Russell Webster, an independent consultant who specialises in PbR, and hosted by Clinks, the national umbrella charity for NGOs working with offenders in England and Wales.
